Mr. Justice G. N. Ray, Chairman, Press Council of India, my colleague Dr. Geeta Reddy, Minister for Information and Public Relations and media friends:
At the outset I would like to congratulate Mr. Justice G.N.Ray on choosing Hyderabad this year to observe National Press Day and the subject, “The Changing Face of Indian Media” for discussion.
Andhra Pradesh has had the distinction of registering development in all sectors – agriculture and irrigation, industrialization and information and biotechnology. It has pioneered many schemes for the welfare of the poor and the downtrodden ranging from supply of rice at Rs.2 a kg to construction of houses, provision of educational opportunities to health insurance coverage. It is again a leader in empowering women, artisans and farmers through grant of loans at three percent interest and ensuring remunerative prices for agricultural produce and in providing employment and livelihood opportunities to the unemployed — both the educated and semi-educated.
Would the media lag behind when the economy of the State booms? We are proud to have the largest number of Telugu language TV news channels. Publishers bring out daily newspapers in color along with supplements for every district and perhaps every mandal. It is a matter of pleasant surprise that there may not be any Government representative at many places but you can definitely find a news reporter at every place.
The Andhra Pradesh Government views the proliferation of the media as a welcome development. Cut-throat competition among the print and the electronic media enables people to have access to all facts. Even if one media section tries to suppress certain facts or indulge in falsehood, people can access other media sections to get at the truth of any development.
Let a thousand flowers bloom in the media field; for we believe in what Volatire said, “I disapprove of what you say, but I will defend to the death your right to say it.”
I would like to add that the proliferation of the media has done immense good to people in that the silent majority finds its voice mirrored in the media these days. An alert Government committed to welfare and development can ignore reports exposing its unjust acts of commission and omission only at its peril. The Government is thankful to the media for acting as its watchdog in every sphere and enabling it to correct its ways of working.
Our Government, therefore, does not believe in gagging the media, however unpalatable its reports might be on some occasions. We don’t deem media freedom a blessing only when its members support the government and deem it a calamity when they pounce upon us.
We sincerely subscribe to what Thomas Jefferson said, “Were it left to me to decide whether we should have a government without newspapers or newspapers without a government, I should not hesitate a moment to prefer the latter.”
I will be indulging in terminological inexactitude if I conclude that everything is hunky-dory with the media. Let me make a few observations.
The intense competition among the media has given rise to some unhealthy and dangerous trends. First is the publication or broadcast of news without thorough verification of facts. A saying in Telugu eloquently exposes the trend. (Yeddu eeninthante doodanu katteyyamannttu). Told that a bull has given birth to a calf, an absent-minded farmer instructs his servant to tie it to a pole. In their bid to outsmart competitors, sections of the media have been tying up calves born to bulls day in day out. Don’t dismiss it as bullshit; it is an every day fact.
Secondly, sections of the media have become mouthpieces of their proprietors and not of honest and sincere journalists. The proprietors running a host of businesses besides the media have utilized their outlets to protect their business interests and carry on a campaign against their perceived opponents. Such sections of the media are not discharging their responsibility of fair and objective reporting to their constituents, the readers and viewers.
Thirdly, I am surprised to notice that there few reports and stories devoid of comments. Many journalists have stopped viewing facts as sacred and do not hesitate to pep every report with their commentary.
Fourthly, a dangerous tendency that has been gaining ground is the resort to what is described as paid coverage especially during elections. Advertisements paid for in cash by different parties or candidates are being published or telecast, camouflaged as news and features. Sections of the media guilty of such practices are undermining democracy either wittingly or unwittingly. A candidate with immense money power can create the illusion through the media that he is winning and influence voting behavior since people are given to bet on a winning horse.
Fifthly, I would not be true to myself, the people of the country and the Press Council of India if I do not draw attention to the growing nexus between journalists on the one hand and politicians, businessmen and other celebrities on the other. I am told there is a price for everything. And it is a win-win situation for both sides.
There are laws to protect media freedom. Unfortunately, there are no laws to protect people from media freedom. To quote Grace Kelly, “The freedom of the press works in such a way that there is not much freedom from it.”
I, therefore, appeal to the Press Council of India to arrest such media aberrations since any Government intervention in media freedom will be a remedy worse than the disease.
Before I conclude, let me give my media friends a piece of advice. The attention span of both readers and viewers has gone down sharply. You can see people flipping pages or channels for want of time in their busy lives. I am no exception. I suggest that you make your stories short and sweet, not lengthy and boring.
An American editor is reported to have said, “A news story should be like a mini skirt on a pretty woman. Long enough to cover the subject but short enough to be interesting.”
